EW does not stand on its own. It is part of a larger whole: Electromagnetic Spectrum Operations (EMSO). The idea behind it is that the electromagnetic spectrum is an operational domain — a space for manoeuvre that, like land, sea, air and cyber, you have to control and contest.
EMSO combines two worlds: the Electronic Warfare of What is Electronic Warfare?–13 (the modern EA/EP/ES division) and spectrum management, the orderly assignment and management of frequencies. Together, NATO and US doctrine call this JEMSO (Joint EMSO). The spectrum is a scarce, contested resource: everyone — friend and foe, military and civilian — wants to use the same slice of it.
